normal iris is 11-12 mm in diameter, eye lenses are made to be 14 mm in diameter.

The iris is the colored part of your eye., which is usually 11-12 mm in diameter , you are correct.
Most contact lenses come in a diameter of at least 14.0 mm in diameter , so they always cover the whole iris and overlap by 1 - 2 mm all around.
On most colored lenses , the color isn't going to be 14mm wide. The outer edge of the lenses are clear. ( except for the Circle lenses )
I'm not sure if that is what you are asking. The second part of your question isn't very clear.
