what do i call someone's vision that maybe just needs glasses to correct it and doesnt have an actual visual impairment?

Having vision bad enough to need glasses is the definition of what it means to have impaired vision.
In most states, if your vision is worse than 20/40, you're required to have glasses to drive. If you mean vision between 20/20 and 20/40, some people would consider it normal, but some would consider it impaired, depending on their point of view.
