Yes, you need a prescription for contacts if you're getting them to help you see better. The eye doctor looks for different things when doing an exam for contacts vs. doing an exam for glasses.

You do need a prescription for fit, and also for power (if they are vision correcting).

you need a test for lenses, a fitting and a new prescription. You also need to be shown how to use them.
you can't just buy them off the shelf. The test will cost and so will the lenses.
if they're to help with your eyesight then yes you need a prescription. but if you just want the color ones then no you can buy them at stores.
You need an rx for contacts. Your glasses rx won't work.
