Answers:
Your intraocular pressure is within the normal range. However, IOP measure is a very poor way to determine if you have glaucoma. Glaucoma diagnosis is based on the appearance of the optic nerve not on the IOP.
If you are pre diabetic, you should be more worried about your retina than about glaucoma and should be having a proper full eye exam which would include examination of your retina and optic nerve through dilated pupils.
your IOP is in the normal range, 21 is generally considered to be the "boundary" between normal and slightly increaced IOP . are the tests accurate or not? well, of course they are not 100 % accurate but it generally gives us a rough idea, the quick tests which emmit air are considered to be not AS accurate as the test which you are asked to sit and place your chin on a machine which emmits blue light. you are advised to go for frequent check ups since you have a "risk factor" - pre-diabetic.
