More than likely, no. Most of the over-the-counter sunglass frames you buy are non-prescriptionable because they do not have the proper beveling to hold a prescription lens. If you know of a frame you really like, you can take a picture or buy the frame and take it to an Optician/Optical store and they will be able to tell you if they can put prescription lenses in them.
As for the cost of the lenses, it's going to depend on the material you want as well as the quality of lenses you buy. Lenses are NOT made equal, and just because they are the cheapest lenses does not mean they are the best.

You can bring a frame into an optical place and have prescription lenses made for the frames.
This assumes that the frames are suitable for holding prescription lenses. I suspect most sunglasses you buy at the mall will not be strong enough.
