Question: Does everyone have an equivalent visual acuity versus light intensity response curve?
say it was a darkly lit street, would they both have say 16 / 16 vision or would one have maybe 14 / 15 vision and the other 18 / 19 vision?
or in other words does everyone respond the same to changes on light intensity in terms of visual acuity?

Being measured as having 20/20 on an eye chart only tells how well the person can see a small, high contrast object at 20 feet. It doesn't tell how good the quality of vision is, or how that person sees lower contrast objects , such as curbs or stairs.
So, out in the real world, people with 20/20 don't all see the same. One main reason is different pupil size response from one person to another in lower light conditions. Some will have much better night vision than others , or be able to suppress any blur much easier than others.
So no, all people don't respond the same under the same conditions.
