I know you have to wait, but I've heard everything between 15 minutes and 3 days haha. I just want to know for sure.

Make sure your eyes don't look yellow in the mirror and carefully wash al the yellow gunge away. It doesn't do any harm if you put your contacts in , but if they are soft contacts it does stain them and then you look yellow eyed for days. This does give everyone a good laugh and you can pretend you are turning into a werewolf , but if you're going to try the latter check its a full moon first.

If it's just yellow stuff, 10-15 minutes, unless they flush it out first. If it's yellow and an anesthetic (which are often combined as one drop) a little longer, about 30 minutes, just to make sure your eyes aren't numb anymore. Dilating drops don't make a difference one way or the other, you can put them back in as soon as your exam is done.

I'm an optometrist.

just to be safe wait until your pupils are normal size again. this usually takes a couple of hours. 3 days is bs when they put them in my eyes it takes 1-3 hours.
