Can blue eyes be dominate over brown?!

No.

The gene for blue eyes is recessive. We will designate it as lowercase b.
The gene for brown eyes is dominant. We will designate it as capital B.

To have the phenotype of blue eyes, your genotype must be bb. You have two of them because you get one gene from each parent.

You will have the phenotype of brown eyes if you have Bb or BB.
So even though Bb does have one gene for blue eyes, the brown gene (B) is dominant and "masks" the lowercase b gene.

So if both mom and dad have blue eyes, all of their children will have blue eyes too. Because there only is b for a gene.

However, if mom has blue eyes but dad has brown eyes, that means it is bb x Bb or bb x BB (depending on what dad is genetically, he could be Bb or BB).
So the possibilities their kids could be:
bb x Bb = Bb or bb = 50% chance of brown eyes and 50% chance of blue eyes
bb x BB = Bb = all children will have brown eyes

Of course, if both mom and dad have brown eyes (whether its BB or Bb) all of their children will have brown eyes.

the dad has the genes of blue eyes, although they are recesive. so in this case, there is a change that blue eyes could show in their children

nope blue is recieve to every color and brown is dominment. so unless both people have blue eyes chances are they will have blue eyes otherwise brown will be dominent. sorry if it doesnt make any sense...! i learned this like in 6th grade..
