There is a product called Novus that markets such a product for buffing out headlight scratches and bringing back there appearance sparkling new again.

If you already like your frame, I'd say to just get new lenses for them.
You should get your Rx from your eye doctor and then buy the lenses online though - save BIG $$. I bought single vision online for $25 at www.replacementlensexpress.com and my eye dr was going to charge me hundreds.
