What frequency or "frame rate" do our eyes typically see at?!

Question: What frequency or "frame rate" do our eyes typically see at?
It has to be over 60hz, since we can see computer screens fine my cameras usually show them flashy or with bars moving down the screen.

Unfortunately there is no one consistent answer to the question.

The rods and cones in the back of the eye do not necessarily perceive vision at one unison rate per second. One cell could be perceiving at a slower rate than others. Some eye cells only react when a stimulus is moving in its field of vision. So its dependent on whether the object being viewed is moving or not.

The other complication is how our peripheral vision is more sensitive to light and flickering. If watching a movie while looking away from the screen you will be able to pick up the flicker of light more easily. Look directly at the screen and the flicker becomes less obvious.
