If it's a hemorrhage in the *back* of the eye -- i.e. a retinal hemorrhage, that you can't see when you look in the mirror -- then that's fine, it's not going to make a difference one way or the other.
If it's a subconjunctival hemorrhage -- in the white part of the front of the eye, that you can see looking in a mirror -- then you can still use the computer but your eyes are likely to dry out and get irritated faster than normal.
Either way, I don't see why you'd have an eye patch over it, though.

as an optician, my advise to you would be to use the computer for short period of times and make sure you follow the normal rule that everyone should follow anyways, every 15 min to half hour or so look out a window or at a distance for a bit, to refocus your eyes from close up.
