By "hard" lens, you mean an RGP lens.

Sure, it's fine. Rigid lenses can be stored dry forever.

A cleaning, and maybe some conditioner, and it will be good as new.

When I used to wear hard lenses this was a frequent problem for me and everyone else ( soft lenses werent' out then). We used to regularly wear them after this. Make sure you've got all the fluff off it though which can be tricky adn that it isn't scratched or chipped. Hold it up to the light to check and give it a good long soak as otherwise it'll be uncomfortable.

Looking for hard contacts used to be a regular pastime, particularly for those with decent eyesight. It helps to take your contacts out whilst leaning over something like a fluffless cloth as they are easier to spot. Patterned carpets are awful. A small torch helps as well if you can't find them. Switch all lights off in teh room and then flash a torch round as sometimes the light reflects off the edge of the lens. If you drop them taking them out they sometimes stick to your clothes. If you can't see it immediately dont' move but check your clothes first.

I would not since it has been laying around for hours. If you wash it you would be just taking off the dust from it but the germs are still gonna be there. If you usually wash them with saline solution, I would just keep it in the container for a few hours with saline on it. However, you do need to call the place where you got them and see what they tell you about this. They know your specific case and will know more about it.

If you have some "hard contact lens" cleaner, it would be the thing the use in this case:

Telephone you optician because there are different types.

Soak it for a day or so in contact solution. It should rehydrate, and then try it.
