A contraction of the orbicularis oculi muscle.

The orbicularis oculi is the "antagonist" of the upper eyelid muscle. When the orbicularis contracts the upper eyelid relaxes/lowers (as you described). When the upper eyelid contracts then the obicularis relaxes.

To understand the orbicularis oculi you can just try to close your eye. Contraction of the muscle is what makes your eyes close. While the eye is closed like this, the upper eyelid is relaxed.

However if you mean the eyelids of a person look unusually low then thats a seperate issue.

Most common is... unfortunately... age.
The skin loses its elasticity... and the eye lid droops down.

Other causes.. can be quite dangerous...

Muscular - the muscle that holds the lid up is weakened or jammed ---> see an Ophthalmologist

Neurological - the nerves from the brain to the above muscle (and other muscles) have become weakened or paralised---> DANGER ---> see an Ophthalmologist

Systemic - medical conditions like Diabetes, CardioVasc disease, Thyroid diseases ---> see an Ophthalmologist
