Coloration-wise, yes. We can have no pigment at all to nearly normal, any hair color but black and any eye color but dark brown. Only OCA1a type has no pigment at all. Most have blonde hair and blue eyes, but I have dark brown hair and green eyes! I have OCA2 type.
Vision-wise, no, we all have some degree of visual impairment. (Good for you for putting this in the Optical section! Not many people know that. ;) )
If they are truely albino they will have no pigment in their hair or eyes
