Neither of those procedures is a treatment for dry eye. They both are used only so that you no longer need to wear glasses.
LASIK causes dry eyes or worsens it due to the flap which is cut along with corneal nerves.
PRK/LASEK is your best solution.
PRK is probably the best choice in avoiding dry eyes after surgery.
