When your doctor talks about the health of your eyes, he or she is referring to any possible diseases or abnormalities of the eye that may or may not need medical intervention or monitoring. Your needing glasses to see properly is not considered a medical condition. When we do medical exams for medicare patients (over 65), medicare will pay for the exam Except the refraction portion which is not considered a medical procedure.
Having 20/10 vision wearing glasses is fantastic. It means that what a normal person can make out to be clear at 10 feet, you can stand at 20 feet and see it clear.

I hate to ask the ridiculously obvious question, but did your doctor make clear whether or not your eyes are 20/10 *without* the glasses? If so, and that's where they stack up without them, you're getting ripped off. If you have 20/10 vision, you absolutely don't need glasses at all (barring any weird perceptual difficulties apart from vision clarity, at least).
Your vision is 20/10 with your glasses. If you had 20/10 without glasses, you would not need to wear them in the first place. Just because your eyes are healthy doesn't mean you don't have to wear glasses.
