Honey, she is 16, still development her breast. It will not stop growing till 18 or so. Every girls are difference rate. Everything is normal. There is nothing to be worry about it.

it varies a lot from person to person, so it's hard to say. Mine grew a lot in college, some people stop growing a lot before that though.
