First off, you are NOT underweight. Ignore those answers.
I have a little sister who is now 16 years old, and almost a full C cup. However, just TWO years ago, when she was your age, she was completely flat chested! So don't worry, that's not an unusual size for a 14 year old, and you'll probably go up a cup size or two in the next couple of years.
...And you'll have to buy new bras like crazy, so good luck finding ones that fit... lol

They're just small. They aren't too small. Everyone is different. You've still got plenty of time left to grow though.
You are very underweight for your age and height! This is why you have a smaller bust. This isn't 'too' small for a 14 year old though. I am 14 and 32C and trust me it's really annoying lol. Do you have your period yet? Don't worry you are normal. You will catch up someday
you are underweight hence a small bust. I am 15, 5'6" 145 pounds with a 40 D so its partially your build and you aren't done growing.
There's no size that's right for a certain age. I'm a 36D and 13 years old. My best friend's a 32A. Things will change with time, or that's just the size you'll be.
