You'll discover as you age that your body will always be changing...fact of life. When I play alot of tennis or get more exercise, then I can tell a difference in the way my bras will fit. Our breasts are muscle and fat. Work on the muscle parts to keep them "perky".

No, probably not. Some women don't finish developing breasts until they are in their mid twenties. It is normal, and you will probably grow some more.
