This does happen to me from time to time. I dont think it is a form of masterbation. You cant do anything about that, when you gotta go, you gotta go. Think of women who like shower head massagers or water faucets. That is a common form of pleasuring one self. Its kinda the same thing. your urethra is really close to your clitoris so its natural that you may feel a lil sensitive when you are peeing.

I am going to answer this question because my girlfriend is like that. That happens when you have allot of lubraction. In other words that liquid that you have to lubricate during sex is also acumulated inside your URETHRA where you store your urine. So when its full of lubricant you feel a sense of orgasm.
