Its a clear fluid that is "squirted" or ejaculated, yes women can, and its similar to what males do. Yes it comes out of the urethra, and yes that's where the pee comes out. I've heard many women have a "sponge" like area or better known as the g spot and when stimulated a clear fluid is released. It's not harmful, and it isn't urine. I hope this helps.
A squirter is an orgasm, some women do it and some don't. I'm not sure of the make up of it but that is what it is.
