Not if they stay active. Food makes you fat. And being fat means you have replaced muscle with fat. If you exercise and stay active, you won't get all the crap that happens at puberty... bloating, weight gain, and the rest of it. So the secret is to stay at a normal weight... (Google BMI for your proper weight body mass index.) Keeping fit and muscular means you'll avoid all that bloat, fat, feeling bad, yadadyadya....)

As girls mature, their bodies begin to take on the shape of a sexually mature woman. Part of this is fat deposits in the hips, thighs and stomach region. These fat deposits are evolutionary in nature. They were originally there to make sure a woman had enough body mass to sustain a pregnancy. Now that we aren't hunters and gatherers anymore and can buy whatever food we require, we really don't need these fat deposits, but they are there anyway because we needed them in the past.

yea but its not that bad if you eat healthy and stay active

yes girls "fill out" during puberty. the hips get wider the breasts bigger so not technically a drastic weight gain but you just get a more womanly figure

That is why it is called puberty. Your body is going through a change and everything goes haywire. You don't gain any weight. It's called baby fat. you will lose it. Yes being on your period is uncomfortable and yes some people do feel bloating and have cramps.
