Its not right for a 10 year old to develop breasts.Usually the pubertal age for girls is around 12-14 years.But there are exceptions where girls do attain an early puberty. The condition is called Precocious Puberty. If there are the following features accompanied with the breast enlargement then you need to take her to a gynaecologist.These are:
1.Pubic or underarm hair development.
2.Rapid Height growth.
3.Voice deepening.
4.Acne of the face.
5.Mature body odour.
If the above things are not there but only breast enlargemt is there then you needn't worry.Just keep an eye on the rate of breast tissue growth.If its more than 5cm per week then again a gynae specialist needs to be seen otherwise chill..its just a coincidence due to a spurt of hormones in er body and will subside as time passes

Some girls start very young. I did and by the time I was in Jr. High I had a C-cup. we all develop at different rates.
In this day and age, young girls are beginning puberty at younger and younger ages. 8 years old isn't even uncommon anymore.
