It somewhat covers the whole, and when you have sex (sometimes masturbation, a lot of activity, or tampons can do it as well), the penis breaks it. It's painful the first time you have sex due to that, and it will bleed, but it's not unbearable. The bleeding is just tiny bits for a day or so, and then you're fine.
