In all seriousness, girls will judge and laugh about penis size to be vindictive - it's a power rush to put men in their place, and it's usually in response to something the man (or men) have said or done. Girls don't usually (but there are always exceptions to the rule) initiate the judgementalism.
When men make fun of breast size, it's usually to fulfill their own fantasy - small breasts may be perfect for the woman's build, any bigger and she may risk health problems, but because they're less than a handful men will tease.

In short - depending on whether it's taken in fun in mixed company, it should be fine for both sexes to playfully tease as long as there's no vindictiveness or hurt intended.
