This is so normal. There was a lingerie fitter on tv and she said to get the bra to fit your larger one, that will make it more comfortable rather than squeezing the big one in to make it fit.

this is very common!, dont worry about it just get a padding for your bra to make them even .:)

a push up bra would hide the fact that they are uneven!
adjust the straps pretty tight and ul have nice cleavage and no uneven ness

You are just developing. My breats are SIGNIFICANTLY different. So dont worry. Once you become an adult they will even out... You can wear a soft cup or underwire bra to fit you very wel and that may hide the uneveness. I wear Calvin Clein underwire bras even though im only a 38A. They come in almost any size and color.
