I've heard of girls that didn't start until they were in their 20's!!!
And thats kinda good, bc if they had sex, they wouldn't get pregnant.

Yes, it's probably just your body gearing up for puberty.
Yes. I have a daughter that turned 13 in Oct. and she hasn't started yet either. She is having severe mood swings, crying one minute, screaming the next. It will get better.
