The age that a girl starts menstrating has nothing to do with when she can/should have sex. Like another poster said, her hymen won't be broken yet, so it will be painful (maybe bloody). But if she is emotionally ready is the real quesiton....FYI guys in their teens don't know what they are doing yet - so most likely it will be disapointing for her. Which is why it is best to wait for someone you really care about - that way even if the sex is bad, the event won't be - make sense?

of couse she can and she won't have to worry about becoming pregnant either! however since you've never used a tapon or anything would sugest masterbating so it won't be so bad
She can if she really want to. I don't advocate it though as she is still very young.
She could fall pregnant though because you do ovulate before your first period, so she should use a condom. Also for STDs.

you can have sex any time, you just can't get pregnant with out you're period, which she probably doesn't want anyway!
