It could be a boil/cyst from hormonal fluxuations. Is it painful? If so, a lot of those are, however I think a few of them aren't. It could also be a clogged pore. If you shave, it could be an ingrown hair. I'd watch it, see if it goes away. If it does not, then you might get it checked out.

i had this too! i was probably 13? when i got it.
i told mum, we went to the doctors, and he just said to see if it goes away. it went in about 2-3 weeks.
