Question: Okay. There is something white that sticks to my vagina. I'm pretty sure this is for every girl. What is that called? It is white and bubbly and it is attached the the skin and the hole through your vagina.

The tissue attached is your hymen. The white slick/wet, bubbly? is a discharge.

Once you start puberty a white and/or clear, non-foul smelling discharge is normal. The vagina is self-cleaning. This same discharge increases the closer you get to ovulation and when you are sexually aroused.

Different Types of Discharge:

White: Thick, white discharge is common at the beginning and end of your cycle. Normal white discharge is not accompanied by itching. If itching is present, thick white discharge can indicate a yeast infection.

Clear and stretchy: This is "fertile" mucous and means you are ovulating.

Clear and watery: This occurs at different times of your cycle and can be particularly heavy after exercising.

Yellow or Green: May indicate an infection, especially if thick or clumpy like cottage cheese or has a foul odor.

Brown: May happen right after periods, and is just "cleaning out" your vagina. Old blood looks brown.

if you can wipe it off it is discharge... if you can't then you should see a doc

What you describe sounds different. But, near the middle of your cycle, anywhere from 8-15 days after the first day of your period, you may have white clear discharge. This is around the time you ovulate. It's not "attached", it just might hang-for lack of a better description-near the end of your vagina opening. It does come out all the way. You might notice when you pee and then wipe & look at the toilet paper. Or sometimes you see it on your underwear. I don't know what else to tell you.

It's probably your hymen, the white part is tissue that doesn't have any blood vessels running through it.
