Most of the washrooms I go in don't have them so I improvise and cover the seat with toilet paper. It works.
no but I wipe the seat with toilet paper before sitting, I can't ever get those paper covers to stay on the seat
I don't sit on public toilets, I squat over them. If I absolutely cannot avoid it, I will wipe the seat down first.

No. I squat when I pee, and cover the seat with their toilet paper if I need a number two. There's no point in buying paper seat covers and trying to hide them in your bag, etc, they probably make far too much noise. You could take one of those antibacterial gels if you don't mind taking them out in the loos, I use cuticura before I eat out, as you don't know who didn't wash their hands on the way out of the loos...
if they are there then i use them but if not then i just squat
