in some states oral sex at any age is illegal. but, yes, most places, oral sex, or sodomy, is illegal under age 18, especially if your partner is older than you. Read this article on wiki and find your country. Click on the state and read. best bet, is to just wait if you're concerned about legality.
REGARDLESS of what age you have sex, please inform yourself about it. Please know how your body works, and how to protect yourself from diseases (that CAN be trasmitted thru oral sex!!) and how to prevent pregnancy.
