Most of the time when girls breasts grow it also comes with a bit of pain. It's normal.
Is it possible that she's pregnant and how old is she? If she's in her teens then they are probably growing. If there's a chance she could be pregnant that is one of the signs so she should get tested.
Could she be pregnant? Also, birth control pill will sometimes make breasts hurt. She really should check with her doctor if they don't get better soon. She could have a breast infection.
