No, you are still growing, and of course the muscles do stretch when moved. It's like any other set of muscles, the more they ARE moved, the more they CAN move. But right now they are "tighter" due to lack of use.
It's like leg muscles, in time, and with exercise a dancer can stand with one ankle over her head. If you or I tried that without years of lessons, we'd hurt ourselves.
As to the labias, no two are alike, just like snow flakes. Don't worry. you'll be fine.
No the vagina is very elastic and can stretch.
