Check out the bras in the kids department at Walmart. I used to get my daughters there before she could wear the ladies sizes.
Are you sure she even needs a bra? Nothing would be better than a big, baggy bra under her clothes. Maybe you can buy her a nice trainer.
My answer is no. Get whatever fits her and looks good.

first of all, i dont think those people are her friends if they make fun of her...anyways just tell her she should wear her size , she would look much better!! and trust having big breast aint that much great..you always have to wear a bra, do you know how uncomfortable that is!!Goodluck
Let her make her own decision, about her bra and her friends. Her real friends don't care what bra size she is. I assume she is not fully developed. Try to reinforce her self image as a wonderful daughter who is not through growing yet.
Help her understand that those that make fun of her are not her friends, and that she should not believe what they say about her, to her or others.
Maybe if she starts making friends with the other girls that are in the same situation, she will be happier.
Take her to a woman's lingerie store where she can talk with the sales women that can properly measure her for the proper fit. They can give her that girl to girl advice so that she can feel good about her appearance.
