At age 21 or when she begins having intercourse.
After the onset of sexual activity - it's recommended that women get yearly STD screening with a pelvic exam (to look for the non-symptomatic STDs) and it's recommended pap smears should be started within 3 years of the onset of sexual activity (or the age of 21 - whichever comes first)

If her health is normal, she should go when she is 18 or when she becomes or is considering becoming sexually active, whatever comes first.

If she's having some sort of female problem, like painful periods, she should go right away, no matter how old she is.
