Breast size is genetic although sever factors, like weight gain and loss, can change that. If you are still young and in puberty, you are still developing and shouldn't be worrying about that now. In the future however, there is always implants to consider... even thought that is drastic.
There are many pills and things that claim to do the job but I'm not sure if they are really proven to do so.
Things to consider.
-how old are you?
-some people just have small breasts.
-breast implants.
In short, there's no pill, fruit, diet or "cure" to make your breasts grow.
Be happy with your size I used to be a 34b and than lost weight I shouldnt of and now am down to almost an A.But I have grown to like my size I mean I can wear shirts without bras,and I have noticed that I get better more loyal guys than my friends with C's and D's,that and eventually they will get back problems.But point is small chested girls can pull off some outfits that girls with big boobs just can't.
Inherit it from either your mom or your dad's side of the family.

1) plastic surgery (risky)
2) push up bras
3) sometimes they say creams work...but i dont know its probably fake..
It used to be a rumor that if you massaged them enough that they would slowly grow, also that breasts hold water and if you raise your water intake but a large amount they would grow.
I am sorry but I must agree with kathryn in the fact that having smaller breast can have giant upsides though
