I dont hink they stoped growing. Dont worry. Actually your breast is made of lactating tissues (alveoli) and lots of fat. So when you will gain some weight it will increase, and when loose weight it will shirnk. You are only 16 dear and many of the girls dont have well developped breast in this age, but you have it. When the progesterone level of your body will increase then automatically it will grow. Progesterone is responsible for the accumulation of fat in breast and buttock. And you need not to worry about it. With your age it will automatically will be well developped. Take right food, lots of water and do regular exercise. If you want you can use breast massage oil also but dont use any medicated one which claims it will increase your breast size. Ordinary body oil can also give good result and it will keep your breast in well shape.

Good luck.........
