How many cc implant should she get?!

She should go to what is proportional to her body.
And IMO she shouldn't go bigger than a C cup.
This is a matter of personal preference. Your cousin is going to have to consult with a cosmetic surgeon to decide what is right for her.
i am 5'4", and weigh about 105 lbs. (slender) i got 370 cc's because i wanted to be a good sized C cup. my breasts are definitely big enough. my sister in law had 450 cc's and she was huge! (she is 5'4" as well) i think she said she was a double D. she looked like a stripper, and she hated them! in fact she just got them reduced. so unless you are going for that look, i'd say don't go over 400!!!
