Question: okay - do nipples develop as the breasts develop or is it that - if you dont have them then you have inverted nipples =S lol sorry for the randomness!

Inverted nipples appear flat or concave unless stimulated either sexually or by cold / heat.
You are 15 so you are pretty much grown hormonaly if you have had your period so what you've got is what you'll get, the size will be the same. How much they protrude will depend on the circumstances at the time.
Where your worry lies depends on how I can answer this question.
If you are worried about breast feeding when you are older - you can still breast feed with 'inverted nipples' as they protrude more whilst feeding.
If you are worried about how you will appear to the opposite sex then my suggestion is to learn your body and work out what feels good first, if you get that right it will make things all the more better for you in the future.

Actually, whoever told you that it would happen naturally is right. Breasts grow through puberty and their size is mostly determined by genetics. According to Dr. Karen Rosewater, breast size is sometimes increased by the use of estrogen--either through estrogen treatments or, more commonly for younger women, through the use of oral contraceptives (the pill), but these methods come with risks and side effects, and are not recommended for cosmetic enhancement alone. Breast size can also change with weight loss or gain, Dr. Rosewater says, but, again, it is not recommended that you gain weight to increase your breast size.
What she does recommend is patience and acceptance. All will be revealed, as time goes on. Maybe in a few years, if you still have not seen the growth you would like, you'll be better able to accept and make the most of what you do have. If not, there are ways to cosmetically enhance your breasts through plastic surgery, but it may eat into your budget. It's pretty darn expensive!
