Question: Men look at breasts all the time, it is part of how we think, you can't reliably read anything into that e.g. he is looking at someone else's doesn't mean he is cheating on you.

Men will look and look and look. But it doesn't always mean that anything is going to happen. Well, unless you want something to happen.
It means, like most boys, he's attracted to you. If you're worried that attraction will lead to something you're not ready for, nip it in the bud and tell him how you feel. However, it's (and I hate this term,) perfectly normal. Just be comfortable, and hopefully he'll understand.

Only if you let him. Think long about before you do.The consequences may not be to your liking. Do you really want to take a chance on pregnancy or a venereal disease? Most of these are life threatening or can be with you for the rest of your life.
I'm not sure why a guy would look at another guys boobs...maybe he's in to that. If you're interested, let him know.
