Yes completely normal. Those are the "breast buds". They are probably sore too. Same thing happened to my little sister, and my mom took her to the doctor. Well, doctors tend to look for problems (nothing against them, just the nature of the profession) so they started talking about the potential of BREAST cancer and FREAKED my mom out. We got a second opinion, and that doctor said it was completely normal, and he also said that some doctors have overreacted, removed the breast bud thinking it was a tumor, and stunted breast growth. Do NOT freak out about this. Just keep an eye on her growth and relax! Best of luck!

I suggest you make Dr apt and see what this.It is better to be safe than sorry.I do suggest a women Dr so she is more comfortable.

Well you should definitely take her to the doctor. Are you sure she's experienced enough with breasts to know the difference between lumps and possibly the feeling of the inner nipple (ok - I didn't really know how to explain that one - I know there isn't really an inner nipple but you know what I mean)

feel them yourself - im not being pervy - i mean examine her yourself - it might be shes just sore becasue she is growing and she might not know what it should feel like but it doesnt sound normal so take her to a doctor but gentally feel yourself if you can feel these lumps

It is perfectly normal. I had buds in the 3rd grade and they stayed buds for quite a while until I hit puberty. A couple of my friends had them, too.
