It's just little bits of tissue. The person above is taking the p***. It's fine. Calm down. You could eat a whole packet of the fluff/tissues and barely anything would happen apart from... Well, I guess you wouldn't need to wipe your bum after.

That sounds like the filling - you do not need to go to the hospital.
Yes. It's a little known fact that while tissues themselves are completely harmless, the white fuzz stuff that comes out when they fall apart is highly toxic.
Cover the affected area with baking powder and vaseline, then wrap it tightly with duct tape. Hopefully you'll escape without any permanent damage.
