Bone growth occurs in the epiphyseal plates (see image on the far right of this photo http://www.daviddarling.info/images/bone... The epiphyseal plate is made of cartilage; the cartilage constantly grows and is replaced by bone.
Most people stop growing at about age 17, when the epiphyseal plate becomes solid bone. Some people continue growing until about age 21. This is a strictly genetic function; you can't make yourself continue growing. Good nutrition will assure that you grow to your tallest possible height, but if you're programmed to stop at 17, then you will.
I'm 5'4" also. It's a terrible height--you're not short, but you're not tall.
