Talk to your GP as it's usually on a individual decision if its making your life suffer. But usually you have to wait until you're breasts have stopped developing which is around 16-18. Your GP is the only one who can decide if you can have one sooner. All you can do in the mean time is embrace your body, we're all different.
I think you have to be at least 16 or 18, unsure, you may need to have a parent sign for you.

There are plenty of girls your age that get breast reductions. Most PS's don't USUALLY operate on young girls because they are not done growing yet and may need another reduction in the future. However there ARE exceptions! If it is proven to affect your daily activities they'll get you covered.
