some girls are different
some can have them as early as in elementray (5th grade or even earlier)
Or some girls might start developing at 17.
Like what I said everyone is different.

It says- For girls, puberty can begin between the ages of nine to fourteen.
Couple of years' delay should not be worrying you but may require a check up to make sure all is well.
