yes it is normal to have one breat slightly larger than the other... more than a half a cup size may need help to catch up with the other... tell her to let her body fully develope before she freaks t about it and to talk to her mom about ways to make it less noticable!

Yes, it is normal. It's normal to the point where it's not that noticeable...but if it's like visibly larger by a long shot than the other. There's something to be worried about. But, a little difference, yes it's normal.
