She is still a virgin...people get their hymens broken all the time for variety of reasons. People in sports often break their hymens through activity.
Even though your freind is still a virgin, she should really not being doing that sort of thing, she is way to you. She sounds like she should talk to someone who she trust that is an adult.

The first time a penis enters your vagina is when you lose your virginity, not when your hymen breaks. Lots of girl's hymens break in sports, while inserting tampons, and sometimes masturbating.
