A girl can reach one as young as nine years old. I have even heard as young as 8 can too. But this question bothers me a little. Why would you be teaching her something like this? Menstruation and orgasm are not linked. It may be thought that her body hasn't reached puberty so isn't ready for it. Just wait and let it happen in its own time.
