To be perfectly honest, she probably doesn't need a bra right now, in terms of needing support. It's more of a 'rite of passage' thing I expect, which I think you ought to respect. Telling her she doesn't need a bra might well leave her feeling bad and lacking in self-confidence.
Depending on her age, she'll probably bulk up quite a bit more. I was an A for a long time, then eventually crept up to a B, then bounced up to a C when I was 19! (Although that was the result of putting on weight rather than laying down breast tissue, hehe).

EDIT : and yes 32aa is smaller then 32a. but you can't really find aa's so get her a 30a, and you can get that size at Target

It is bigger! Measure under the boobs for her bra size,then around the fullest part of her boobs to get her cup size. If the difference between bra and cup size is 1 inch,then she is an "A" cup. A double "A" means her cup is slightly bigger than an "A".
